Quoting Arguments in Batch Jobs

A recent update to an RCE Batch job system script will change the way that batch job arguments are parsed, to be consistent with the documentation. If you are manually submitting Batch jobs through condor submit files, please ensure the Arguments line of your submit file uses the documented condor_submit Arguments quoting syntax when using values that contain spaces or other special characters.
